（*）未被信用中国（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
（*）须系我国境内依法设立的法人或非法人组织（本项目（不接受）分公司以自己名义参加采购活动）；
（*）具有电力工程施工总承包三级及以上资质或输变电工程专业承包资质三级及以上资质；
（*）具有安全生产许可证（有效期内）；
（*）拟派项目负责人具有机电工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书；
（*）本项目专门面向中小企业采购。
